The regular meeting of the Board of Education was called to order in the Administration
Building at 6:41 p.m. by President Joseph Bond.

EXECUTIVE SESSION
Mr. Bond called for a motion to convene in Executive Session to discuss the employment of a particular personnel, contract negotiations and pending litigation. Ms. McKnight moved, Mrs. Revoir seconded that the Board convene in Executive Session at 6:00 p.m. Voting YES: Unanimous [7:0]
Mrs. Messing moved, Ms. McKnight seconded that the Board come out of Executive Session at 6:40 p.m. Voting YES: Unanimous [7:0]
PLEDGE TO FLAG

REPORTS
A. Student Representatives
Mr. Bond introduced this Agenda item and invited the students to offer their report. Ms. Ellison spoke about the students return to school for 2023-2024 and commented on Hispanic Heritage Month, the new gym floor, and the grad store. Ms. Zefi reported on the changes at the High School, including the renovated parking lot and traffic patterns and new procedures in school for security and safety. Mr. Nasser provided information on fall sports, extracurricular clubs and plans for Homecoming.
B. Superintendent of Schools
Mr. Bond introduced this Agenda item. Ms. Avila shared information on the Open Houses, the DEI Committee meeting on September 18th, and the Agribusiness Tour on September 22nd.
C. Assistant Superintendent for Curriculum & Instruction
Following introduction of this Agenda item by Mr. Bond, Mrs. Mojica provided an update on plans for upcoming professional development and the literacy program.
D. Assistant Superintendent for Human Resources
Mr. Bond introduced this Agenda item. Mr. Miller shared information on the new Recruitment Committee and the New York State Healthcare workers bonus program.
E. School Business Official
Following introduction of this Agenda item by Mr. Bond, Mr. Conklin provided
information on the upcoming road closure on Route 17K by the Department of Transportation. Updated student transportation information will be sent to the parents.
F. Enrollment – September 20, 2023
Following introduction of this Agenda item by Mr. Bond, Ms. Avila provided a review of the current enrollment. At this time, there are 54 additional students enrolled since June. The enrollment figures appear as an Agenda item from July through September; the Board will receive enrollment figures at the second Board meeting of the month throughout the remainder of
the school year.

Mr. Bond introduced this Agenda item and invited Ms. Eleanore Mills, School Lunch Manager, to make her End-of-Year Food Service presentation.
Ms. Mills reviewed the school lunch program for the 2022-2023 school year. She shared information on the free and reduced lunch program and noted that the USDA is considering adjusting the percentage threshold and increasing the number of eligible families under this program. She also provided information on the New York State Child Nutrition Audit that was
conducted recently and noted that the Food Service Department is in compliance in all areas.
Mr. Bond then introduced Mr. Ryan Schmidt, Director of Facilities. Mr. Schmidt
reviewed his End-of-Year Report, highlighting the projects completed by the department over the course of the 2022-2023 school year. A photo presentation of the maintenance projects and Capital Project construction work was presented on the Promethean Board.
The student representatives left the meeting at this time.
H. Community Participation
Mr. Bond introduced this Agenda item. Board members commented on events that they had participated in or attended recently, including a DEI Committee meeting, a Valley Central Education Foundation meeting, athletic events, open houses, and an Audit Committee meeting.

REPORTS
A. Superintendent of Schools
Mr. Bond introduced this Agenda item. Ms. Avila shared remarks on the start of the school year events, including Convocation, Superintendent’s Conference Day, opening day for students, and the annual ALC Barbecue. She also commented on the General Montgomery Day Parade and shared that she participated, along with many Board members, faculty, staff and
students.
B. Assistant Superintendent for Curriculum & Instruction
Following introduction of this Agenda item by Mr. Bond, Mrs. Mojica spoke about some of the strategies that will be implemented to meet the goals outlined in the school improvement plans.
C. Assistant Superintendent for Human Resources
Mr. Bond introduced this Agenda item. Mr. Miller reported on the new teacher
induction program held on August 22nd, the annual staff compliance trainings, and plans for a Recruitment Committee.
D. School Business Official
Mr. Bond introduced this Agenda item. Mr. Conklin shared information on an
upcoming road closure on 17K for emergency work by the Department of Transportation. He and Director of Security and Emergency Preparedness Stephen Ragni have been in contact with the DOT to determine whether this work can take place when school is not in session in order to
reduce the impact to the students and community.
E. Enrollment Report – September 6, 2023
Mr. Bond introduced this agenda item. Ms. Avila reviewed the opening enrollment figures from September 7th (copy attached) and noted that there is an increase of 67 students since June, primarily at the high school level. Enrollment and class sizes will continue to be closely monitored. The enrollment figures appear as an Agenda item on each Agenda from July
through September; the Board will receive enrollment updates throughout the school year.
F. OCSBA Delegates’ Meeting – September 6, 2023
Following introduction of this Agenda item, Mrs. Messing noted that Robbie Greene, the Executive Director of the Mid-Hudson School Study Council, was the guest speaker and provided an update on the work of the MHSSC. Other topics discussed at the meeting included the Orange-Ulster BOCES Capital Project, which is now underway, and plans for upcoming tours of the facility.
G. Community Participation
Mr. Bond introduced this Agenda item and invited the Board members to share what events they had recently attended or participated in within the District and community. Board members commented on the ALC Welcome Back Barbecue, athletic events, orientation events at the schools, a Valley Central Education Foundation meeting, a PTA Council meeting, Induction, a Walden Building Committee meeting, and the General Montgomery Day Parade.

B. Walden Elementary School – Building Update
Following introduction of this Agenda item, Ms. Avila offered a PowerPoint
presentation (attached) outlining the development process for a new or remodeled school building for Walden.

A. Approval of Agreement between Valley Central School District
and Gess LeBlanc, Ed.D.
Mr. Bond introduced this Agenda item, referenced the agreement provided to the Board members, and called for a motion.
Mrs. Terralavoro moved, Mrs. Messing seconded that the Board approve the
agreement between Valley Central School District and Gess LeBlanc, Ed.D., as presented and attached. Voting YES: Unanimous [6:0]
B. Review of Program:
Heritage Months Program – Middle School
Mr. Bond introduced this Agenda item and noted that this program plan is available in the Office of Curriculum & Instruction for review by the Board members. It will be placed on the September 26, 2023 Board Agenda for approval.
C. Approval of High School Course:
Computer Science Principles (Siena College)
Mr. Bond introduced this Agenda item, referenced the proposal from Dr. Burns, and called for a motion.
Ms. McKnight moved, Mrs. Messing seconded that the Board approve the High
School Computer Science Principles course, in partnership with Siena College, as presented and attached. Voting YES: Unanimous [6:0]
D. Establishment of Board Retreat
Mr. Bond introduced this Agenda item and discussion took place about scheduling a Board Retreat. It was the consensus of the Board to establish a Board Retreat on October 10, 2023 following the regularly scheduled Board of Education meeting at 6:30 p.m.

A Public Hearing was held by the Board of Education and was called to order in the Administration Building at 5:30 p.m. by the President, Mr. Bond.

WELCOME
This Hearing is being held pursuant to Section 2801-a of the Education Law of the State of New York for the purpose of reviewing the District’s Safety Plan. A copy of the Notice of Public Hearing is attached. The District Safety Plan has been posted on the District website, as required. Information on how to ask a question or make a statement about the plan is posted on our website, as well.
Mr. Bond opened the Public Hearing and turned the floor over to Mr. John Solimando, the District’s Health and Safety Coordinator.
REVIEW OF 2023-2024 DISTRICT SAFETY PLAN
Mr. Solimando offered a brief presentation outlining the important information and components contained in the District’s Safety Plan. He responded to questions from the Board members regarding the changes to this year’s safety plan.
Mr. Solimando was thanked for his presentation.
The 2023-2024 District Safety Plan will be presented to the Board of Education for approval at its September 26, 2023 regular meeting.

Mr. Bond noted the need for an Executive Session to discuss collective negotiations pursuant to Article 14 of the Civil Service Law; the employment history of particular personnel; pending litigation; and to consult with District counsel. He called for a motion.
