The regular meeting of the Board of Education was called to order in the Administration Building at 6:00 p.m. by President Joseph Bond.
PRESENT: Mr. Bond, Ms. McKnight, Mrs. Messing, Mrs. Fox-Pizzonia, Mrs. Samuelson and Mrs. Terralavoro

ABSENT: Mrs. Revoir

2024 ANNUAL DISTRICT ELECTION AND BUDGET
VOTE RESULT RESOLUTION
Mr. Bond introduced this Agenda item and noted that a roll call vote is required.
Mr. Conklin, Deputy District Clerk, read the 2024 Budget Vote and Board of Education election results. Mr. Conklin then called for a motion.
Ms. McKnight moved, Mr. Bond seconded that the Board adopt the Valley Central School District 2024 Annual District Election and Budget Vote Result Resolution, as attached. A roll call vote showed:

Annual Budget Hearing

 

The Annual Budget Hearing of the Valley Central School District was convened at 6:00 p.m. in the Administration Building by President Joseph Bond.

PRESENT:      Mr. Bond, Ms. McKnight, Mrs. Messing, Mrs. Revoir, Mrs. Fox-Pizzonia and Mrs. Terralavoro

ABSENT:       Mrs. Samuelson

Also Present:   Ms. Avila, Mr. Conklin, Ms. Mojica, Ms. McGoldrick and approximately nine staff, students and members of the community in the audience.

Also Absent:   Mr. Miller, Media (WVT, THR)

EXECUTIVE SESSION

 Mr. Bond noted the need for an Executive Session to discuss contract negotiations, student matters, pending litigation and personnel.  He called for a motion.

Ms. Fox-Pizzonia moved, Mrs. Messing seconded that the Board move into Executive Session at 5:30 p.m. Voting:  YES: Unanimous [5:0]

Mrs. Terralavoro entered Executive Session at approximately 5:35 p.m.

Mr. Bond called for a motion to come out of Executive Session. 

Ms. McKnight moved, Mrs. Messing seconded that the Board come out of Executive Session at 5:59 p.m.   Voting YES:  Unanimous [6:0]

PLEDGE TO THE FLAG

Mr. Bond welcomed the Board to the required Annual Budget Hearing. 

Mr. Bond introduced the Board members and Central Office Administrators present:  President Joseph Bond, Vice President Katie McKnight, Trustee Sarah Messing, Trustee Frances Fox- Pizzonia, Trustee Diana Revoir, Trustee Jane Samuelson, Trustee Angela Terralavoro, Superintendent Evette Avila, Assistant Superintendent for Curriculum and Instruction Ivelisse Mojica, and School Business Official Brad Conklin,.

Mr. Bond then turned the meeting over to Mr. Conklin.  Mr. Conklin provided an overview of the 2024-2025 proposed budget and reviewed the compliance information.  He noted that the 2024-2025 Budget Report is available in all the District schools, the public libraries and is accessible on the District’s webpage.

Mr. Conklin provided information on the procedure for the Board of Education Election and the 20243 candidates.  There are two individuals running for two vacant seats for a three year term commencing July 1, 2024 and ending June 30, 2027.  The candidates are, in ballot order:  Joseph Bond and Angela Terralavoro.

Mr. Conklin noted that the budget vote and Board election on May 21st will be held at the High School Gymnasium from 6:00 a.m. – 9:00 p.m.  He then reviewed voter registration, voter qualifications and the process for absentee ballots. 

Mr. Conklin noted that the public had the opportunity to offer comments and ask questions; however, there were no requests from the public to speak this evening.

EXECUTIVE SESSION

 Mr. Bond noted the need for an Executive Session to discuss personnel matters.  He called for a motion.

Mrs. Messing moved, Mrs. Terralavoro seconded that the Board move into Executive Session at 6:05 p.m.  Voting:  YES: Unanimous [6:0]

Mr. Bond called for a motion to come out of Executive Session. 

Ms. Messing moved, Mrs. McKnight seconded that the Board come out of Executive Session at 6:31 p.m.   Voting YES:  Unanimous [6:0]

 Mr. Bond called for a motion to adjourn the meeting.

MOMENT OF SILENCE

Following the Pledge, Mr. Bond called for a moment of silence in remembrance of Kevin Reidy, who passed away on April 20th.  Kevin was a member of the Board of Education from 2000-2013 and served as Vice President for eight years.  Please keep Mr. Reidy and his family in your thoughts and prayers.

Walden Elementary School

Building Principal Gregory Heidemann introduced Teacher Nancy Phelps and twelve students from the Walden Elementary School History Club who shared their research, which focused on the Town of Montgomery Civil War Soldiers.

The following students participated in this evening’s presentation: Andy Burns, Emma Dowdy, Giuliana Figueroa, Chaten Jayden Kumar, Anthony Fanizzi, Logan Longo, Presley Pratt, Kiara Russell, Kienan Sharif, Twyves Baptisite, Jr., Elora Padannamackal and Madeleine Berry.

The students were thanked for their presentation and a round of applause was offered.

REPORTS

A. Student Representatives

 Following introduction of this Agenda item, Student Representatives Ms. Zefi and Mr. Nasser provided information on activities at the High School including honor society events,  Teacher Appreciation Week, Student Recognition Night, athletics, Mental Health Awareness Month, the Senior trip, and plans for the upcoming Senior Prom, Destination Day, and Moving Up Day.

B. Superintendent of Schools

 Mr. Bond introduced this Agenda item.  Ms. Avila shared information on recent events she attended in the District, including the Music Honor Society Variety Show, the Walden Drama Club’s performance of 101 Dalmations, Jr., the Junior Prom, the Gradus Honoris Induction and Dinner, the Berea Elementary School’s DARE Graduation, the High School Spring Band Concert, the District’s Day of Remembrance, the High School Student Recognition Night, the Middle School Spring Concert, and East Coldenham Elementary School’s Spring Concert.

 C. Assistant Superintendent for Curriculum & Instruction

Mr. Bond introduced this agenda item.  Mrs. Mojica provided updated information on the selection of a literacy program, the MTSS Program, and meetings with the Professional Development Committee and the Mentoring Committee. She also shared highlights of a recent Association of Latino Administrators and Superintendents leadership conference she attended.

D. Assistant Superintendent for Human Resources

 Following introduction of this agenda item, Ms. Avila reported for Mr. Miller, who was unable to attend tonight’s meeting.   Ms. Avila welcomed Ivan Tolentino, the District’s new Assistant Superintendent for Human Resources, who was appointed this evening and in the audience.

E. School Business Official

 Following introduction of this Agenda item, Mr. Conklin provided information on the upcoming budget vote and Board of Education election; the start of the 2023-2024 external audit; and a recent emergency drill at the County’s Emergency Services Office.

F. Guidance Advisory Committee – April 30, 2024

 Mr. Bond introduced this Agenda item.  Mrs. Messing, the Board liaison, reported that the topic of the meeting was on chronic absenteeism and strategies on how to address the issue.

G. OCSBA Delegates’ Meeting – May 1, 2024

Mr. Bond introduced this Agenda item.  Mrs. Messing, the OCSBA Delegate, shared that there was a roundtable discussion which focused on Board operations.

 H. Technology Planning Committee – May 7, 2024

 Following introduction of this agenda item, Mr. Bond reported for Mrs. Samuelson, who was unable to attend tonight’s meeting.  Mr. Bond provided a summary of the topics discussed, which included the use of artificial intelligence in education.

 I. Health & Safety Committee – May 9, 2024

 Mr. Bond introduced this Agenda item.  Ms. McKnight shared information on the recent emergency tabletop drill at the County, which focused on communication, content and timing.  She also noted that the implementation of technology acquired through the Smart Schools Grant will take place in the coming months.

 J. Community Participation

Following introduction of this Agenda item, Board members commented on recent events that they had participated in or attended, including student recognition nights, PTA Council meeting, athletic events, the High School Founders Night Celebration, the Gradus Honoris Induction, the Mid-Hudson School Study Council’s Awards for Excellence Ceremony, the Walden Elementary School’s Drama Club performance of 101 Dalmations, Jr., High School Drama Club II performances, Berea Elementary School’s DARE Graduation, the High School Band Concert, and the Special Olympics Ice Cream Social.

OLD BUSINESS

 A. Acceptance of the 2023-2024 Internal Audit Report and District Response

 Mr. Bond introduced this Agenda item, referenced the internal auditors report and the District’s response, and called for a motion.

Ms. McKnight moved, Mrs. Revoir seconded that the Board accept the 2023-2024 Internal Audit and District response, as presented and attached. Voting YES: Unanimous [6:0]

NEW BUSINESS

 A. Approval of Agreement between Valley Central School District and Green Chimneys Children’s Services

 Mr. Bond introduced this Agenda item, referenced the agreement provided to the Board members, and called for a motion.

Mrs. Messing moved, Mrs. Terralavoro seconded that the Board approve the agreement between the Valley Central School District and Green Chimneys Children’s Services, as presented and attached.  Voting YES:  Unanimous [6:0]

B. Proposed NYSSBA Resolutions – Discussion

 Mr. Bond introduced this Agenda item.  He noted that the Orange-Ulster BOCES Board has requested the support of two proposed resolutions to be submitted to NYSSBA for consideration at the Annual Business Meeting in October. 

Mr. Bond called for a motion.

Mrs. Messing moved, Mrs. Fox-Pizzonia seconded that the Board support the proposed resolutions, as presented and attached.  Voting YES:  Unanimous [6:0]

C. Establishment of Annual Reorganizational Meeting – July 1, 2024, 6:30 p.m.

 Mr. Bond introduced this Agenda item and called for a motion.

Mrs. Fox-Pizzonia moved, Mrs. Revoir seconded that the Board establish the Annual Reorganization Meeting for July 1, 2024 at 6:30 p.m.  Voting YES:  Unanimous [6:0]

 D. Establishment of Public Hearing – Code of Conduct – July 1, 2024, 5:30 p.m.

 Mr. Bond introduced this Agenda item and called for a motion.
