The regular meeting of the Board of Education was called to order in the Administration Building at 6:36 p.m. by President Joseph Bond

PRESENT: Mr. Bond, Mrs. Messing, Ms. McKnight, Mrs. Fox-Pizzonia, Mrs. Revoir, and Mrs. Samuelson

ABSENT: Mrs. Terralavoro

Also Present: Mr. Conklin, Mrs. Mojica, Mr. Tolentino, Ms. McGoldrick and approximately four staff and community members

Also Absent: Ms. Avila, Media (WVT/THR)

EXECUTIVE SESSION

Mr. Bond called for a motion to enter into Executive Session at 6:00 p.m.

Mrs. Fox-Pizzonia moved, Ms. McKnight seconded that the Board convene to discuss contract negotiations under the Taylor Law, pending litigation and a student matter. Voting YES: Unanimous [6:0]

Mrs. Messing moved, Ms. McKnight seconded that the Board come out of Executive Session at 6:35 p.m. Voting YES: Unanimous [6:0]

PLEDGE TO FLAG

Mr. Bond made the regular announcements regarding emergency egress, no smoking, public comment, and audio/video recording of the meeting. He made available a copy of the opening statement/guidelines for public comment for those wishing to speak this evening.

Following introduction of this Agenda item, Mr. Conklin provided information on student transportation and the Capital Project work underway this summer.

C. Assistant Superintendent for Curriculum & Instruction

Mr. Bond introduced this agenda item. Mrs. Mojica reported on the summer school program at the High School and the Extended School Year program at Berea Elementary School.

D. Assistant Superintendent for Human Resources

Following introduction of this Agenda item, Mr. Tolentino shared information on hiring faculty and staff for the 2024-2025 school year.

E. NYSSBA Leadership in Education Conference – July 19 & 20, 2024

Following introduction of this Agenda item, Mrs. Revoir shared highlights from the conference.

F. Community Participation

Following introduction of this Agenda item, Board members commented on events
they had attended or participated in recently, including NYSSBA’s Leadership in Education Conference in Albany last week.

Following introduction of this Agenda item by Mr. Bond, William Devine from the Palombo Group and Tom Ritzenthaler from CSArch reported on the status of the current construction and plans for the upcoming phases to be completed in the next two years.

B. Second and Final Reading of:

A. Approval of Inter-Municipal Agreements:

Ms. McKnight moved, Mrs. Samuelson seconded that the Board approve the agreements with the Village of Walden, the Village of Montgomery, and the Village of Maybrook for SRO services for the 2024-2025 school year, as presented and attached. Voting YES: Unanimous [6:0]

B. Approval of Bid Recommendation:
1. Athletic Bid – as attached

Mr. Bond introduced this Agenda item and called for a motion.

Mrs. Messing moved, Mrs. Revoir seconded that the Board approve the athletic bid for the 2024-2025 school year, as presented and attached. Voting YES: Unanimous [6:0]

C. Approval of RFP Recommendation:
1. Sign Language Services – Sign Language Resources, Inc.

Mr. Bond introduced this Agenda item and called for a motion.

Mrs. Messing moved, Ms. McKnight seconded that the Board approve the RFP with Sign Language Resources, Inc. for the 2024-2025 school year, as presented and attached. Voting YES: Unanimous [6:0]

D. Approval of Agreement between Valley Central School District and
Crow Speech

Mr. Bond introduced this Agenda item and called for a motion.

Mrs. Fox Pizzonia moved, Mrs. Samuelson seconded that the Board approve the consultation agreement with Crow Speech, as presented and attached. Voting YES: Unanimous [6:0]

As District Clerk, Ms. McGoldrick administered the Oath of Faithful Performance to the President, Vice-President, members of the Board of Education present at tonight’s meeting and the Superintendent of Schools.  The Oath Book was signed by all.

APPOINTMENT OF OFFICERS

Mr. Bond noted the entire Reorganizational Agenda could be done as a Consent Agenda, as we have in the past, and suggested, if there was no objection by the Board members, that this practice be followed.  It was the consensus of the Board to proceed with a Consent Agenda format.

REPORTS

 A. Superintendent of Schools

 Mr. Bond introduced this Agenda item.  Ms. Avila shared information on the 2024 Commencement and moving up programs, award ceremonies, All Night Grad, and this year’s summer school program. 

B. Assistant Superintendent for Curriculum & Instruction

 Mr. Bond introduced this Agenda item.  Mrs. Mojica provide information on the District’s strategic planning, professional learning, and the new literacy pilot.

 C. Assistant Superintendent for Human Resources

 Following introduction of this Agenda item, Mr. Tolentino thanked everyone for the warm welcome he has received.

D. School Business Official Report

 Mr. Bond introduced this Agenda item.  Mr. Conklin updated the Board members and those in the audience on the Capital Project work and shared information on the additional early dismissal days that were scheduled in June due to the heat.  He also noted that the Town of Montgomery will be hosting “National Night Out” at the High School this summer.

E. Community Participation

 Mr. Bond introduced this Agenda item and invited the Board me to share what events they had attended or participated in within the District and community.  Board members commented on Kindergarten shows, moving up ceremonies, High School Graduation, the Flag Day celebration at Berea Elementary, committee meetings and the All Night Grad Party.

 Mr. Bond introduced this Agenda item and noted that a roll call vote is required.

Mr. Conklin, Deputy District Clerk, referenced the resolution and documentation provided to the Board members:

A RESOLUTION AUTHORIZING IMPROVEMENTS TO SCHOOL DISTRICT BUILDINGS AND FACILITIES BY THE VALLEY CENTRAL SCHOOL DISTRICT, ORANGE AND ULSTER COUNTIES, NEW YORK, AT A TOTAL ESTIMATED MAXIMUM COST NOT TO EXCEED $5,100,000 AND AUTHORIZING THE ISSUANCE OF $3,410,000 SERIAL BONDS TO PAY THE COSTS THEREOF.
